SUSTAINABLE ENERGY AND CLIMATE ACTION PLAN (SECAP)
THE COVENANT OF MAYORS
The Covenant of Mayors is the largest global movement of cities for local action on climate and energy. It brings together thousands of local governments that voluntarily commit to implementing the EU's climate and energy goals. ​
The Signatories of the Pact share these same objectives for 2050: accelerate the decarbonisation of their territories, strengthen their capacity to adapt to the unavoidable impacts of climate change and ensure that their citizens enjoy access to safe, sustainable and affordable energy. ​
The signatory cities commit to act to support the implementation of the European goal of reducing greenhouse gases by 40% by 2030 and the adoption of a common approach to promote mitigation and adaptation to climate change. ​
In order to translate their political commitment into practical measures and projects, the signatories of the Pact commit to present, within two years from the date of adherence of the municipality to the initiative, an Action Plan for Climate and Sustainable Energy (SECAP) outlining the key actions to be undertaken.

THE PLAN INCLUDES:
ASSESSMENT OF RISKS AND VULNERABILITIES
Study and analysis of climatic risks on the municipality, vulnerabilities to Climate Change and local adaptation capacity.
EXECUTIVE SUMMARY
Synthesis of the development of the project and its results for public, political and technical managers. Compulsory upload to the online platform of the Pact.
MONITORING AND PARTICIPATION REPORT
Evaluation of the development of the project in the municipality once approved. Evaluation of the degree of participation of external agents and citizens.
INVENTORY OF GREENHOUSE
GAS
EMISSIONS
Development of the GHG emissions inventory of the municipality in accordance with the methodology of the Pact and European standards.
ACTION PLAN
Design of coherent mitigation and adaptation strategies in accordance with the results of the analyses, aimed at achieving the objectives of the Pact.
